Punishment Head Shaving for Hand Bag Thief

This incident is true and happened when I was living in a remote village of India. All the villagers havea powerful unity and they often take law in hands by punishing the culprits.

It was during a summer season, I was on my way to a local cooperative bank in the street. That was Monday and it seems like everyone was in a rush. When I reached the bank, I understood that the working hour was from 11.00am. In order to kill time I entered a tea shop just opposite to bank and ordered a tea. The tea shop was almost empty except for a lady, the lady was having her tea. She looked like a working women and was well groomed. She kept her brown bag on the table. Soon more customers entered the shop including a decent looking young man. The young man was fair and well dressed with perfectly combed medium length black hair. The guy was so handsome with innocence in his face. He sat near to the lady and ordered a tea. The guy suddenly took the hand bag of the lady without her knowing. But the tiny bells in bag made lady realize that her hand bag was stolen by the guy and she shouted. When he found that he was recognized being stolen, he left the shop with the bag. The people in the tea shop chased him along the street. When guy found that there was no way of escaping he threw the bag away. The angry people who chased him finally caught the guy. He was beaten so hardly by the people. People brought him back to the shop and made him apologize to the lady. The husband of the lady soon reached the shop and he slapped the face the guy. 
The people gathered and started discussing of what punishment should be given to him. Someone among the gathered raised “Let shave his half head and half mustache and make him run around the street wearing underwear ”. This punishment was approved by many. Soon the guy was made to sit in a chair in front of the tea shop. Somebody went to call the barber, meanwhile someone removed his shirt and pant. Soon he was with his black underwear alone. His face was filled with shyness. He did not know how to react, he apologized many times, but the people were not ready to leave him. He had a medium length hair black hair with semi thick mustache  The barber soon came. The barber sprayed his hair with water and rubbed thoroughly. He started shaving his right side, the guy’s eyes filled with guilty and tears. Finally his half head was completely bald. The barber also shaved his left mustache  I felt sad seeing a handsome becoming a joker. He was made to run across the street. The main man behind the act ordered the barbers in the village not to shave his head completely for three days. The guy’s shirt and pants was burned on the street and that made him to walk to his place wearing underwear and with half shaved head and mustache.
